"THUNDER RUMBLE 2010" Tournament Rules
Before your first game please check in with the tournament officials at the HBQVB field house and show a copy of your roster and insurance. Please have a copy of your roster to hand over to the officials. They will hold onto it until the end of the tournament.
1.) After the first inning there shall be no infield warm - up. After the first inning the pitcher shall take no more then 3 warm up pitches or 1 minute, whichever is less.
2.) Every ejection carries a mandatory 1 game suspension.
3.) Tournament director may amend mandatory suspension based on umpire's report.
4.) The game in which a player/coach/parent is ejected does not count as their 1 game suspension.
5.) The game clock will begin when the umpire calls "Play Ball."
6.) The umpires shall keep the official game clock.
7.) The home team is responsible for reporting the score of their game to the tournament staff at their field.
8.) The manager of each team is responsible for the conduct of their players, coaches and parents throughout the tournament.
9.) If a player/coach/parent is ejected they must leave the field of play and go to the parking lot.
10.) There is absolutely no warm-up of any kind on the infield prior to the game. All warm-ups must take place in the outfield.
11.) Protests shall be settled in a timely manner. For a protest to be valid it must be made before the next pitch is thrown.
12.) Game time is forfeit time, if a team is not at their field at game time the game will be counted as a forfeit (unless they are still playing in a prior scheduled game). Games may start up to 15 minutes early. Be ready to start!
13.) Arrive at your field at least 45 minutes before your first scheduled start time as we will look to start games early to stay on schedule.
14.) Prior to the game there will be a pregame conference held by the umpires as well as a coach and captains from each team. .
Run Rules:
- 12 runs after 3 innings (2 ½ if home team is ahead)
- 10 runs after 4 innings (3 ½ if home team is ahead)
- 8 runs after 5 innings (4 ½ if home team is ahead)
Seeding Tie Breakers:
- Head to Head (2 teams only)
- Runs Against
- Runs Scored
- Coin Flip
Pool Play:
1.) No new inning shall begin after 1 hour and 15 minutes, however if the inning has already started it will continue until the inning is completed.
2.) Games may end in a tie.
3.) Home team shall be determined by a coin flip prior to the game.
Playoffs:
1st Round
1.) No new inning shall begin after 1 hour and 15 minutes, however if the inning has already started it will continue until a winner is decided.
2.) If the game is tied at either the end of regulation play or by the time limit, the game will go into the international tie-breaker until there is a winner.
3.) Choice of Home teams shall be determined by higher seed.
2nd Round
1.) No new inning shall begin after 1 hour and 30 minutes, however if the inning has already started it will continue until a winner is decided.
2.) If the game is tied at either the end of regulation play or by the time limit, the game will go into the international tie-breaker until there is a winner.
3.) Choice of Home teams shall be determined by higher seed.
3rd Round (Championship Game)
1.) There is no time limit for championship games.
2.) Run rules are still in effect (as for all games)

***The Tournament Director reserves the right to adjust the rules, schedules, brackets, and field locations as
needed to complete the tournament. Every attempt will be made to honor the game minimum - however, if a situation develops where a team forfeits, or the weather does not cooperate, the Tournament Director will make an attempt to reschedule games, shorten games, or cancel games in order to complete the tournament in a timely fashion. If the need arises to determine a champion prior to all games being completed, we'll refer to the PONY handbook to determine a champion.
Additional
The 2010 PONY Rulebook will be followed. No exceptions. This includes the following:
A.) Only the first 9 players listed on your lineup will bat. No Extra hitters. (Subs allowed)
B.) DP & Flex may be used according to "Book Rules". (Rule 8 Section 14)
C.) Substitutions are allowed, but the Plate umpire must be notified.
The penalties are harsh. (Rule 4 Section 5)
•D.) No form of electronic communication devices are allowed on the playing field or in the dugout. (Rule 3 Section 12)
•E.) Players, coaches, managers or other members will not make disparaging or insulting remarks to or about opposing players, officials, or spectators, or commit other acts that could be considered unsportsmanlike conduct. (Rule 11 Section 9)
•F.) All fast and slow pitch offensive players must wear properly fitted batting helmets with double ear flaps, chin straps, and protective facemask / guard that has been approves by NOCSAE. (Rule 3 Section 11 d.)
